Important Notice on Russian Adoption Agencies, May 24, 2006
The U.S. Embassy in Moscow and the U.S. Department of State have learned that, under a new Russian law, foreign adoption agencies
operating in Russia are being required to register as non-governmental organizations (NGOs). In practical terms, this means
that agencies whose Russian government accreditation is expiring before they can register as NGOs will not be able to continue
doing adoption work in Russia until they are both registered and reaccredited. Unfortunately, the Russian government has
not yet announced the specific procedures, requirements or timeline for registration, making the situation quite uncertain.
U.S. families who began Russian adoptions with agencies that are no longer able to do adoption work during this interim period
will be permitted to continue their adoption cases through to conclusion.
