Notice on Armenian Citizenship Documents for Adopted Armenian Orphans

The U.S. Department of State has heard from several U.S. adoption service providers and U.S. adoptive families of Armenian-born children that individuals in the Government of Armenia have made requests that such families return the children’s original Armenian citizenship documents such as birth certificates or passports. It is the Department of State’s understanding that some officials of the Government of Armenia may be concerned that the existence of multiple documents in these children’s names could lead to identity theft or other fraud.
The Government of Armenia has informed the U.S. Embassy in Yerevan that the return of these documents is not official Armenian Government policy. The Department of State will continue to solicit further clarifications in this matter, but in the interim U.S. adoptive parents may wish to inquire of the requestor as to the potential implications of compliance and noncompliance in deciding whether to return such documents.
