Text of U.S. - Vietnam Adoption Agreement
The Department is pleased to provide the English text of the Agreement Between the United States of America and the Socialist Republic of Vietnam Regarding Cooperation on the Adoption of Children
that was signed in Washington on June 21, 2005. In accordance with Article 25 of the Agreement, it will come into effect
on the first day of the second month, after the parties notify each other through the diplomatic channels confirming that
each country’s legal procedures for entry into force have been completed. The United States has no additional legal procedures
to complete so these measures will go into effect once the Socialist Republic of Vietnam has completed its legal procedures.
The Government of Vietnam has informed the Department of State that U.S. adoption service providers interested in becoming licensed to operate in Vietnam should submit their applications to Vietnam’s Ministry of Justice once the agreement goes into effect. The Ministry of Justice will not accept applications for licensing prior to that time. The Department will disseminate further information on procedures relating to adoptions as this information becomes available.
